Ms. Higley has over 30 years of experience in transportation planning, and traffic and transportation engineering. Focusing on Southern California, Ms. Higley has extensive experience in regional and long-range transportation planning, where her familiarity with and sensitivity to transportation, land use, environmental, and community development issues makes her particularly competent to assist agencies in complying with current legislative mandates affecting the planning and programming of transportation. Ms. Higley has considerable experience in working with public agencies and communities to facilitate consensus on issues and solutions related to transportation. Her combination of technical expertise and communication skills make her particularly effective in working with community and neighborhood groups in resolving traffic and circulation issues related to development proposals, identifying and evaluating transportation system improvements, and developing and adopting transportation plans.
