Valley Center Water District
Solar Energy Initiative, Valley Center, CA

The Valley Center Water District developed a solar energy initiative with the goal of reducing carbon production and developing financial benefits. The result was a 1.1 MW solar power system, which was financed under a power purchase agreement, providing 2.1 million kWh per year of electricity for the District, offsetting up to 20% of the electricity demanded of their largest pumping station. The project uses a ground mounted single axis tracking system, which allows automated panel tilting to harvest the most energy possible from the sun. The project required a complete analysis of options and evaluation of suitable placement sites and subsequent planning and construction.

Cordoba was responsible for the evaluation and design of the project, as well as costing and performance modeling. We also advised on the particulars of the regulatory and operational factors pertaining to a municipal water district. The work included outlining the project development steps, education of staff and board members, preparation of conceptual designs and cost estimates, procurement of the design, installation and OEM contractors, as well as negotiations between the legal counsels of the investors and the owner.
