California High-Speed Rail

California has spent over twenty years planning, designing, and now building the first high-speed rail system in the Country and Cordoba Corporation has been there from the beginning. Our involvement in developing the 800-mile system that will carry passengers over 200 mph from northern to southern California in a little more than two hours can be traced back to the first four-member California State Commission on High-Speed Rail convened in 1988.

Today, as part of the Program Management Team (PMT), Cordoba Corporation’s professionals work throughout the entire project: northern, central, and southern California and provide a variety of services including environmental review and compliance, permitting, third party contracting, regional management, and station area planning.

Meeting major milestones that keep the project on track

Cordoba Corporation successfully managed the delivery of the Fresno to Bakersfield Section Notice of Determination (NOD), Record of Decision (ROD), and Surface Transportation Board decision. This was the final step in the NEPA and CEQA process and cleared the way to break ground on this historic project. Along the way, hundreds of meetings were held in the project area as part of the outreach effort and the public submitted more than 2200 written and verbal comments each requiring review and response.

Effectively representing the client throughout the state, we represent the California High-Speed Rail Authority’s interest throughout the state both as a Regional Manager for the Los Angeles to Anaheim and Anaheim to San Diego sections as well as the third-party contract manager for every region in California.

Our team of contract specialists manages all third-party contract negotiations on behalf of the California High-Speed Rail Authority. They are responsible for preparing interconnection agreements, grade separation agreements, electrification agreements, interagency agreements, environmental mitigation agreements, bookend investment agreements, station planning agreements and thousands of utility relocation agreements that are required throughout the program.

Providing technical expertise

Cordoba Corporation has provided civil engineering expertise in the preparation of technical memoranda and in the formal Design Criteria Manual and provides Regional Engineer services for the Bakersfield to San Diego segments. The Regional Engineer is responsible for the technical aspects of the design. Cordoba Corporation has developed numerous design options that the Authority has decided to include in the design process.
