Overview


In 2011, the California Public Utilities Commission (CPUC) ordered all natural gas transmission operators in the State of California to develop an implementation plan to achieve the goal of orderly and cost-effectively testing or replacing all natural gas transmission pipelines in their system that have not been pressure-tested. To comply with the CPUC’s directive, Southern California Gas Company (SoCalGas) implemented a $3 billion Pipeline Safety Enhancement Plan (PSEP) through which it has identified various pipeline sections throughout its system without a record of a pressure test and has slated them to be pressure-tested or replaced.

Cordoba’s Role


Cordoba delivers streamlined, end‑to‑end support for SoCalGas’s Pipeline Safety Enhancement Plan (PSEP), providing project management, engineering, construction management, field engineering, pipeline design, environmental oversight, project controls, permitting coordination, and inspection services under a direct Master Service Agreement. Our team manages technically complex hydrotest and pipeline upgrade projects that require close coordination with multiple cities, counties, utilities, and permitting agencies.

Representative assignments include multi‑jurisdictional hydrotests such as the SL 32‑21 Section 3 project across San Marino, South Pasadena, and Alhambra, and the SL 31‑09 project, which required specialized design solutions around major water, sewer, rail, and highway infrastructure. Cordoba also led the Wheeler Ridge Bundle—testing and replacing 13 segments of a 17.6‑mile, early‑1900s pipeline in Kern County—navigating limited rights‑of‑way, multiple taps, roadway crossings, and extensive permitting.
