\"RandallCordoba Corporation\u2019s Executive Vice President and Chief Operating Officer (COO) Randall D. Martinez<\/strong><\/a>,\u00a0who serves as Vice Chairman of the\u00a0Proposition 39 (California Clean Energy Jobs Act) California\u2019s Citizens Oversight Board (COB)<\/a>, is pleased to announce that the COB delivered its 2019 Annual Report to the Legislature<\/a> on March 29, 2019.<\/p>\n

California voters passed Proposition 39 in November 2012 to create jobs, save energy, reduce energy costs and greenhouse gas emissions, and provide job training and workforce development in related fields. By focusing on public schools, community colleges, and other school facilities, the California Clean Energy Jobs Act has created energy and cost savings, and has improved the classroom-learning environment for students and educators across California\u2014all while advancing California\u2019s broader climate and energy goals.<\/p>\n

\u201cI was first appointed to the Proposition 39 COB by the California Attorney General in 2014 and re-appointed by Attorney General Becerra in 2018.\u00a0During this time, I have witnessed significant and tangible results from Prop 39 programs and believe this work needs to continue,\u201d\u00a0 stated Randall D. Martinez.<\/strong><\/p>\n

\"Citizens\u201cStudents have benefited because the school improvements supported by Prop 39 have created a better classroom learning environment while saving money for school districts,” continued Mr. Martinez<\/strong>.\u00a0 \u201cThe California Workforce Development Board has reported to us that Prop 39 investments have created the kind of jobs we want to see in clean energy and energy efficiency across the state with real economic and employment impacts. Namely, $3.5 billion in economic activity in the form of direct jobs (such as electricians installing new systems at schools), indirect jobs (suppliers of energy equipment used in projects), and induced jobs (workers in retail or restaurant industries benefitting from spending by direct workers). I am most thrilled that we can point to 19,812 as the number of \u2018jobs created\u2019 since 2014 (these are jobs that did not exist five years ago).\u201d<\/p>\n

\u201cWith the publication of our annual report, I join NextGen America\u2019s Tom Steyer, an early supporter of Prop 39 (see Statement from NextGen<\/a>), and strongly encourage the Legislature to continue this work and adopt the recommendations as outlined in our report,\u201d stated Mr. Martinez<\/strong>.<\/p>\n

The COB\u2019s recommendations in its 4th\u00a0Annual Report\u00a0to the Legislature include the following:<\/p>\n
